someone could make a synth that just specializes in that sort of sound.

The front end is a picture of a person with down's syndrome. and the knobs (which are too close together) are the down's syndrome person's eyes.

there are two waveforms:

oouuwwwrrggh

and

uungghhhhhhh

and when you tweak it, their mouth moves into weird positions as the sound comes out.

yeah, that'd be classy.
